That’s definitely an iLok issue I would believe. Once you clear that issue with iLok, the QC will automatically sync. In my history, once you sign in to iLok with your email etc., and enable the plug-in it’s done and works.
Are you sure you have clicked the link in the email to activate the licenses? I forgot that on my second purchase as I assumed the NDSP account was somehow linked to iLok and this would happen automatically.
