You can use any existing preset as a template simply by starting creation by loading such a preset and then saving it to a free location. You can even set aside an area for storing template-presets so that you can give them meaningful names: rock, jazz, metal.
However, this of course will not work if you want to create something from a template on free line in existing presets. For such a situation, the following idea was proposed: Copying complex signal chains between scenes/presets
