There is not a simple QC-only solution for a step filter or slicer. I keep an Empress Zoia on my board for weirder effects like this that I can build from the ground up.
One thing that would be MASSIVELY useful in the QC is the ability to add LFOs (and Gate, Random, Sample & Hold, Envelope, etc.) to modulate parameters in various blocks. You could easily replicate step filter sounds with this function. Please vote.
