I want to be able to place EQ immediately after my IR while still having access to both a post- Modulation and post- Delay option.

I would like to have the ability to assign the following:

EQ1 > Drive > Capture > IR > EQ2 > Modulation > Delay

It looks like you should be able to do what you want. Did you try it?

Thanks. I have tried it. You can use the EQ in any post-slot, but you can only use the Modulation device in post-slot-1 and Delay can only be used in post-slot-2.
