No New Topic button for me

I’m signed in but the button in the upper-right that should say “+ New Topic” instead is labeled “+ Open Draft.” This appears to be a way to create a message to a forum member. But that’s not what I want to do. I want to create a new forum topic.

Can you help me, please?

Well, I rebooted the phone and now the button reads “+ New Topic” on both the Unity app and in the browser on my desktop. What can I say?
